The DecisionMaker solves a different type of problems. There is no overlap between the Predictor and the Decisionmaker.
 
Take the Brasilian Index for example, the Predictor use the historical values to make a prediction. 
 
The DecisionMaker does not work in the same way. Assuming the following function:
 
Brasilian Index = F (US index, Japan index, Landon Index)
 
Today US is up 1%, Japan is down 1 %, Landon is up .5%, what will happen to the Brasilian  Index? This is a question the DecisionMaker will answer, not the Predictor.

Q: I test your DecisionMaker with ...  I pick any 3 numbers from the last record  ( say  17 20 38 out of 6, 17, 20, 37, 38). When I tested it, I did not get expected results. Would You try and tell me the right way to set it up? Thank you.

A. Thank you . You have raised an important question on data formatting. 

Since you want to predict column 1 and column 4, these two columns have to be moved to the last two columns:
